Historic Area Transportation and Parking Community Redevelopment Area (HTPCRA)
The HTPCRA was established in 2000 to address parking and traffic blight in the downtown area. The primary goals of the HTPCRA are to reduce traffic congestion and provide ample parking at strategic locations. By allowing visitors to park in convenient locations and directing traffic accordingly, the HTPCRA seeks to create a walkable downtown environment that encourages pedestrian and non-motorized movement. Activities recommended in the HTPCRA plan include constructing and maintaining a municipal parking garage, enhancing pedestrian areas and streetscapes, encouraging bicycle usage, improving traffic patterns, and implementing a heritage tourism signage wayfinding system.
